Sir Arthur 'Bomber' Harris. To be fair to him, he more than backed up his words with actions.
Which unfortunately led to a loss rate (killed) of nearly 45%, amongst the brave Bomber Command crews.

People often do Churchill a dis service and ignore his early (pre wars) domestic political career. A major driving force in improving things for the poor, including the first knockings of a welfare statate.

Erm, no.
He overruled the military many times - and for that matter ordered them to carry actions they weren't too keen on (such as the attack on the French fleet at Oran). Also, of course, he chose the generals.
